QUESTION ONE (20 MARKS) – (COMPULSORY)
a) Outline the positive aspects of ICT on health. What can be done to ameliorate the negative
impacts of ICT in YOUR workplace? (6 Marks)
b) There are two major concerns that many ICT policies will focus on: Economic issues and
social issues. Identify THREE economic issues and describe why any nation should be
concerned about them. (8 Marks)
c) In your own words, write a short essay describing why it is difficult to measure the
impacts of ICT on society. (6 Marks)
QUESTION TWO (15 MARKS)
a) Describe TWO areas that you would include in your organization’s ICT policy to regulate
issues of employment. (6 Marks)
b) Identify and describe ONE element that you would include in your organization’s ICT policy
to improve access to modern ICT. (4 Marks)
c) Concern that software and information products can be copied for free, rather than be paid for,
has given rise to pressures for legislation to protect intellectual property. In the context of data
communications, highlight how the CIO can go about protecting his institution. Outline concepts
that you would include in an acceptable usage policy that addresses this area.

a) Differentiate between Universal service and universal access (3 Marks)
b) Identify and discuss SIX measures that Kenya as country has taken to reduce the digital
divide.
Base your answer on your understanding of the Kenyan ICT policy and master plan.
