a) Create a program using php program that allows the user to enter numbers between 0 and 10, if
the number entered is less than zero an error message is displayed alerting the user that the number
is too low, if the number entered is above 10 the message says that the number is too high and if
the user enters other character other than a number the the message says the value is not a number.
